As of 12 August 2018, there have been changes to some of the requirements which need to be met for TSS visas including the
Dairy industry Labour Agreement

The Skilling Australia Fund has now come into operation so the requirement to pay a percentage of payroll to an industry fund or on training no longer applies. Also, there are changes to the requirement for Labour Market testing.
